"Zakat al-Fitr is purification for the fasting person and provision for the needy."

Zakat al-Fitr purifies the fasting person from any indecent speech or behavior that may have occurred during the month of Ramadan. It also provides food for the poor and comforts them on the day of Eid.

The evidence for this is the hadith of Ibn Abbas, may Allah be pleased with him, when he said: "The Messenger of Allah, may peace and blessings be upon him, enjoined Zakat al-Fitr as a purification for the fasting person from any indecent speech or behavior, and as a provision for the poor." [Reported by Abu Dawood]

Zakat al-Fitr is obligatory for every Muslim, male or female, young or old, sane or insane. The default ruling is to pay it before the Eid prayer, but it is permissible to pay it at the beginning of Ramadan in cases of need.
